Bro, I faced the same problem as you but fortunately I found the solution. There are 2 directory for 'program files' which are 'program files (.86)' which is for 64-bit windows and the second one 'program file' which is for 32-bit windows. When users of 64-bit windows installed the original game, usually it will be installed inside the 'program files(.86)' directory. Now, problem is the 'setup 1,2,3' actually installed into 'program file' which is not the original game installation folder. Thats why you cannot run the game.
It's really rare to see an unique option file such as PES 2018 PS4 Captain Tsubasa Option File by Qasdew.com. Now you can play some teams from Captain Tsubasa Anime like Nankatsu, Toho, etc.
Just open the game through the 'program file(.86)' then the app should be up and running smoothly. Hope this helps.
